On second thought, maybe that's not so surprising; Effie's strikingly gaudy visual look, representative of image-obsessed Capitol culture in the fictional nation of Panem, offers more in the way of marketing opportunities than Katniss Everdeen's tomboy-turned-teen warrior ensembles.
