Of all the random shenanigans actor/filmmaker/online purveyor of fine goods Vincent Gallo has pulled, suing the city of Los Angeles kind of makes the most sense of them all. Consider: According to TMZ, Gallo filed a lawsuit to shut down the Arts District Business Improvement District plan, which uses taxpayer money to patrol, safeguard, and improve the downtown L.A. arts district. Gallo reportedly wants the program shut down and $1.3 million returned because it's purportedly wasteful and provides "no benefit." Ridiculously, obscenely short four-hour jail sentences notwithstanding, Lindsay Lohan's legal woes have cost more than just her professional respectability and reputation; one expert guesstimates that the actress's 20+ court appearances have wasted "millions" for the people of California. "It has likely cost taxpayers millions of dollars," attorney Vikki Ziegler told Fox News. "It costs tens of thousands of dollars per court appearance for all the clerks, the security, and those court reporters who get paid by the page," adds former federal prosecutor Michael Wildes. "Plus it diverts the administration of justice for other matters." Truth. Besides, how can anyone get on processing Kim Kardashian's divorce when LiLo keeps hogging the spotlight? [FoxNews]

In a hearing today for the case of the $2,500 necklace that was alleged stolen from a jewelry shop by Lindsay Lohan in January, a judge found Lohan in violation of her probation and sentenced her to 120 days in jail. In addition to her time in the clink, Lohan must perform 480 hours of community service, 360 of which must be at the Downtown Women's Center in Los Angeles so that, according to Judge Stephanie Sautner, "perhaps then she will see women who are truly needy and might change her behavior." Does this mean the Gotti pic is back off? [E! Online]
